A preliminary strategy for the implementation of these ideas suggests that the priority should be placed on 19th Street, the heart of the project. The Three Rivers heritage Trail should be constructed next, followed by the commuter trail, which would then complete the trail loop. Finally, the different nodes would be developed depending on funding and staging.
